Indonesia will start modernizing its military hardware after a decade of internal reform riding on the back of an improving economy, Defense Minister Purnomo Yusgiantoro told repoters Monday.

“The Indonesian Military has been involved in internal reforms, such as disengagement from political and business activities,” he told a press conference after a leadership meeting at the ministry.

“All this time, the TNI has refrained from procuring major weapons systems.”

Also attending the press conference were Defense Deputy Minister Sjafrie Sjamsoeddin, TNI chief Adm. Agus Suhartono, Army chief of staff Gen. Pramono Edhie Wibowo, Navy chief of staff Adm. Soeparno, Air Force chief of staff Marshal Imam Sufaat, and ministry secretary general Vice Marshal Eris Heryyanto.

Coordinating Minister for Political, Security and Legal Affairs Djoko Suyanto attended the leadership meeting and delivered a speech to the participants.

Purnomo said most of the procurement could take a long time to realize from planning to delivery as there were various agencies involved in the process.

“Each individual service will describe their needs to the TNI headquarters, which will submit the request to the ministry,” he said.

“Once agreed, we have to talk with the National Development Planning Board [Bappenas] and the Finance Ministry to find the appropriate funding.”

He said because most procurement processes require a long time to realize, the funding usually involves a multiyear system.

The ministry’s Defense Facilities Agency chief, Maj. Gen. Ediwan Prabowo, said most of the shopping list would be sealed in the first half of this year.

“We are currently still looking for candidates for each weapons system. So we have not yet decided the model and pricing,” he told the press conference.

The shopping list includes various weapons systems for the three services including various types of helicopters, howitzers, multiple launch rocket systems (MLRS), various types of ships and anti-aircraft missiles.

Indonesia ended 2011 with large procurements, including six Sukhoi Su-30MKK from Russia worth US$470 million; three submarines from South Korea worth almost $1.1 billion in cooperation with state shipyard PT PAL; nine NC-295 medium transport from Spain worth $325 billion in cooperation with state-owned aircraft maker PT Dirgantara Indonesia; 16 KAI T-50 Golden Eagle advanced trainers, worth $400 million, from South Korea; eight Embraer EMB-314 Super Tucano counter-insurgency aircraft from Brazil; and Grob G 120TP primary trainer from Germany.

Indonesia Buying Submarines from S Korea on Technology Transfer Terms

BATAM, KOMPAS.com - Indonesia has signed a contract with a South Korean shipbuilding company on the purchase of three submarines with emphasis on technology transfer in the manufacturing process, Deputy Defense Minister Sjafrie Sjamsoedin said.

Under the contract, South Korea’s Daewoo Shipbuidling and Marine Engineering (DSME) would build two of the submarines in Korea with the participation of Indonesian personnel in the manufacturing process and the third one in Indonesia in the dockyard of PT PAL in East Java, he said.

"The purpose of the US$ 1.80 billion scheme is also transfer of technology in the building of submarines," Sjafrie said.

Meanwhile, Maj Gen Ediwan Prabowo, head of the defense ministry’s defense facilities agency, said the first submarine would be entirely built in South Korea with 30 personnel of PT PAL participating in the project as interns.

The PT PAL people would be assigned to master the designing phase of the submarine building project and participate in preparations to construct the second submarine. Later, Indonesia would send up to 130 shipbuilding personnel to Korea to be involved in the process of making the second submarine.

"Eventually, we hope the third submarine can be wholly built at the dockyard of PT PAL in Indonesia so that local human resources can gain full submarine building competence," he said.

Ediwan said the government expected the first submarine to be completed in 2015, the second in 2016 and the third in 2017. "With the acquisition of the three new submarines, the Indonesian Navy’s combat and deterrent capability will be significantly enhanced."

Turkey, HDW Ready for Joint Bid

17 Desember 2011

Type 209 submarines (photo : pakdef)

A partnership consisting of Turkey’s procurement office, German shipyard HDW and a smaller Turkish shipyard is expected to submit a joint bid next week to build two 209-class submarines for Indonesia’s Navy, a senior official said yesterday.

“Just a few formalities need to be completed with the German side and then our joint bid will be submitted,” the senior Turkish procurement official told the Hürriyet Daily News. “Our bid is good and we will wait for Indonesia’s decision.”

The bid, which is worth $1 billion, will be competing against South Korea’s Daewoo Shipbuilding and Marine Engineering, which has offered to build three 209 submarines worth $1.2 billion. One major problem for the Korean side, however, is that Daewoo is trying to sell submarines whose license belongs to HDW (Howaldtswerke-Deutsche Werft), which has teamed up with the Undersecretariat for Defense Industries, Turkey’s procurement agency. Daewoo has the capability to produce the 209s, but it is not clear if it may do so without HDW’s license, according to analysts.

Led by Deputy Defense Minister Kemal Yardımcı, a senior Turkish defense team visited Indonesia for talks late last week and early this week. Those talks coincided with Deputy Prime Minister Bülent Arınç’s visit to the Indonesian island of Bali.

Yardımcı and his aides had extensive defense industry talks with Indonesian authorities, the procurement official said.

“Even a road map has emerged about future defense industry cooperation between our countries,” he said. “In addition to the submarine matter, we discussed major projects that could include our [military electronics conglomerate] Aselsan, our [rocket manufacturer] Roketsan and our armored vehicle manufacturers.”

French and Russian offers fell out of the running early in the submarine tender opened last year by the Indonesian Navy, and South Korea’s Daewoo emerged as the leading candidate. Daewoo was expected to bid together with Germany’s HDW, but later decided to join the competition on its own.

HDW is also co-manufacturing with Turkey six modern U 214-type diesel submarines for the Turkish Navy. Earlier with HDW, Turkey built 14 U-209 submarines, which Indonesia now wants to buy.

For updated information available, the upcoming contract with Indonesia for the supply of six fighter planes of the "Sukhoi" will be divided not between JSC "KnAAPO" and JSC Corporation "Irkut", as erroneously reported by the media.

The upcoming contract but between two types of aircraft - in fact, will be delivered three single seat Su-27SKM and three double seat Su-30MK2 (as in the previous contract).

This construction of the six aircraft will conduct JSC "KnAAPO."

Russia Reached an Agreement with Indonesia on a New Contract for Six Fighter Aircraft

On the first day of the Malaysia International Exhibition LIMA-2011, according to "Kommersant", the delegation of "Rosoboronexport" unable to agree on the delivery of six Su-30MK2 with Indonesia. The last remains only to determine the final set of weapons to these aircraft, and then to the end of this year, will sign the final contract.

On the arrangements for signing the contract for the Su-30MK2 said a source who participated in the negotiations on Russia's part. "We have already met with Defense Minister Purnomo Yusgiantoro of Indonesia and Air Force Commander Air Marshal of the country Imam Sufaat detail verbalize questions about cooperation, but now we have reached a new level - the source says," and "Even before the new year we expect to sign the final contract to supply Indonesia six Sukhoi Su-30MK2. " He noted that they will meet for two aircraft plants - in Irkutsk and KNAAPO (for a uniform load of enterprises).

Disclose the contract value interviewee refused, citing the fact that Indonesia is still not fully decided on the types of weapons that must be installed on the fighters. However, the source, who participated in the negotiations on the part of Indonesia, said that the amount of the contract is "in no case less than $ 500 million." Will the new Su-30MK2 purchased for cash or on credit, the parties did not specify. Note that the previous delivery (for example, a contract for the delivery of Su-27SKM worth about $ 300 million) in Indonesia is carried out at the expense of Russia issued the loan.

"Regardless of what form will be paid for the six Su-30MK2, this is a big success for Russia - the director of the Center for Analysis of Strategies and Technologies Ruslan Pukhov .- Given the increased interest of America, Indonesia, offering to buy for the money used F- 16 aircraft, Indonesia would this deal with Russia to slow down. However, it did not, that is good news."

Earlier, Indonesia has received from Russia ten fighter brand "Sukhoi." Under the contract signed in September 2003, the Air Force Indonesia received two Su-30MK and two Su-27SKM. And in 2007, purchased six aircraft - three Su-27SKM and Su-30MK2 (their delivery was completed in September 2010). All in all, as stated in late September, Mr. Yusgiantoro, by 2024, "in order to protect the country's sovereignty Indonesia is going to buy 180 fighter jets, staffed by ten squadrons of aircraft."

Rosoboronexport yesterday from the official declined to comment.

Bell Helicopter Receives Orders from Indonesia

02 Desember 2011

Bell 412 of the Indonesian Army Aviation (photo : Detik)

FORT WORTH, TEXAS – Bell Helicopter, a Textron Inc. company (NYSE: TXT), announced today it has received five firm orders with two potential follow-on orders for Bell 412s from PT Dirgantara Indonesia (PTDI) for delivery to government agencies in Indonesia.

"Bell Helicopter has had a long partnership with PTDI in Indonesia," said Larry D. Roberts, senior vice president, Bell Helicopter’s Commercial Business.

“The sale of these helicopters is part of the framework of an ongoing industrial collaboration between our two companies," Roberts said. "We believe our partnership will continue to grow and possibly expand in the future."

The five Bell 412s are expected to be delivered to PTDI by the end of the year. PTDI will then transport them to Bandung, Indonesia, where local content and customer specific mission equipment will be added prior to PTDI making final delivery to end-users.

In 2010, Bell Helicopter announced plans to extend the capability and performance of the Bell 412EP through a series of upgrades which are expected to be available to customers in 2012.

"The Bell 412 has had tremendous success in the region. It is well-known throughout the world for its reliability and multi-mission capabilities. We are committed to continuing to invest in the Bell 412 and will evolve it based on customer feedback and mission requirements," Roberts said.

The upgrade program entails a Supplemental Type Certificate (STC) project that is intended to extend the wide range of missions that can be performed by the Bell 412EP consisting of an engine and flight deck upgrade, which will be available in 3-axis and 4-axis options.

The engine upgrade, in partnership with Pratt & Whitney Inc., is designed to provide a 15 percent engine SHP increase, improved OEI and hot/high performance and introduction of electronic engine control. The upgrade will yield a 10-12 percent increase in CAT A/PC1 & PC2 performance, increased hot/high capability and provides a path for a future upgrade for increased range and payload.

The flight deck upgrade will provide a modern glass flight deck – leveraging the well-received glass flight deck in the new Bell 429 – by utilizing hardware common to that aircraft, specifically display units. This will provide commonality in the cockpits of Bell Helicopter’s light twin and medium twin aircraft, simplifying pilot familiarity and maintenance training.

The planned engine and flight deck upgrades are in addition to an earlier Bell 412EP STC for the BLR FastFin™ System. The FastFin™ upgrade, certified by Transport Canada and the Federal Aviation Administration and available today, increases HOGE and HIGE performance limits and expands the lifting capacity of the Bell 412EP, providing more tail rotor reserve authority, improving hover stability, high/hot performance, crosswind capabilities, and payload, while reducing pilot workload and lowering operating costs through fuel savings.

Earlier this year, Bell Helicopter broke ground on a new Maintenance, Repair and Overhaul (MRO) facility in Singapore's Seletar Aerospace Park dedicated to customer support and service for the Asia-Pacific region. The new facility, which Bell Helicopter will operate in partnership with Cessna, will replace and augment the existing Bell Helicopter Supply Center and strengthen the company's sales presence in the Asia Pacific region, as well as add parts distribution and maintenance capabilities for Cessna operators in the region.

"Bell Helicopter is focused on continually improving the customer experience and remains committed to transforming the model for commercial aviation aircraft support – finding innovative ways of supporting our customers around the world and leading the way in new and emerging markets," said R. Danny Maldonado, senior vice president, Bell Helicopter's Customer Support and Chief Services Officer.

"With more than 6,000 helicopters flying in more than 12 countries, Asia Pacific has the second largest fleet of aircraft in the world. Adding this new service center is one way we are demonstrating that commitment to our customers throughout the Asia Pacific region," Maldonado said.

The Bell 412 is backed by Bell Helicopter's industry-leading customer support and service that has earned it – voted by our customers – the #1 ranking in Professional Pilot magazine for 17 consecutive years as well as #1 in Aviation International News for a sixth consecutive time.

Australia will Give 4 C-130H to Indonesia

Australia's Herculean peace offering to Indonesia

AUSTRALIA will give four C-130 Hercules - worth an estimated $30 million - to Indonesia for disaster relief and humanitarian work in the first military swap of its kind between the two countries.
Three high-speed Australian naval vessels will also be deployed to Indonesian waters to launch an offensive against people smugglers.

The agreements struck yesterday in Indonesia's resort island of Bali between Prime Minister Julia Gillard and Indonesian President Susilo Bambang Yudhoyono marked a series of new strategic partnerships in what appeared a peace offering to soothe tensions about Australia's deal to host more US troops on Australian soil.

The aircraft, which need about $25 million spent to restore them to airworthiness, were due to be sold on the open market as Australia upgrades its fleet.

But the Australian Defence Force has agreed to give them to the Indonesian military, following a request for more resources to boost disaster relief across the region.

"These aircraft are important to the movement of people and equipment and food in times of difficulty," Ms Gillard said.

In a further strengthening of military ties, Australia will provide support for an Indonesian armed forces peacekeeping centre.

US Formally Process the Requests FMS 24 F16 to Indonesia

18 November 2011

The Government of Indonesia has requested a sale for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft equipped with AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Systems (photo : Daniel Bracx)

WASHINGTON – The Defense Security Cooperation Agency notified Congress Nov. 16 of a possible Foreign Military Sale to the Government of Indonesia for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and associated equipment, parts, training and logistical support for an estimated cost of $750 million.

The Government of Indonesia has requested a sale for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and 28 F100-PW-200 or F100-PW-220E engines being granted as Excess Defense Articles. The upgrade includes the following major systems and components: LAU-129A/A Launchers, ALR-69 Radar Warning Receivers, ARC-164/186 Radios, Expanded Enhanced Fire Control (EEFC) or Commercial Fire Control, or Modular Mission Computers, ALQ-213 Electronic Warfare Management Systems, ALE-47 Countermeasures Dispenser Systems, Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD), Situational Awareness Data Link, Enhance Position Location Reporting Systems (EPLRS), LN-260 (SPS version, non-PPS), and AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Systems. Also includedare tools, support and test equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $750 million.

The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a strategic partner that has been, and continues to be, an important force for economic progress in Southeast Asia.

Indonesia desires the F-16 aircraft to modernize the Indonesian Air Force (IAF) fleet with aircraft more capable of conducting operations in the outermost border regions of Indonesia. The IAF’s current fleet of F-16 Block 15 aircraft is not capable of fulfilling that role, and the aging F-5 aircraft are expensive to maintain and operate due to diminishing resources existing to support the aircraft. The avionics upgrade will provide the IAF an additional capability benefitting security by modernizing the force structure, and enhancing interoperability by greater use of U.S.-produced equipment. Indonesia, which already has F-16 Block 15 and F-5 aircraft in its inventory, will have no difficulty absorbing these upgraded systems.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

Indonesia requested the regeneration be sole sourced to the 309thMaintenance Wing, Hill Air Force Base, in Ogden, Utah, and Pratt Whitney, in East Hartford, Connecticut for the engine overhaul. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Indonesia.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

The Special Forces Regiment, Royal Brunei Armed Forces recently carried out a bilateral exercise, KILAT SAKTI 2011, with the Indonesian elite Special Forces Unit, Komando Pasukan Khusus (KOPASSUS) held in Indonesia.

A series of joint special operations training was conducted by both units which concentrated mainly on special operations tactics on Jungle and Guerilla Warfare. During the exercise, the Special Forces Regiment and KOPASSUS personnel also had the opportunity to share their skills, knowledge and exchange opinions and ideas on special operation tactics, techniques and procedures. A culmination exercise was conducted at an undisclosed location which involves a static and freefall insertion by troopers from both units and followed by a hostage rescue operation that was focused on a guerilla warfare situation.

To further increase the close relationship by both units, the Commanding Officer of the Special Forces Regiment, Colonel Dato Paduka Haji Harith bin Haji Abdul Karim had the opportunity to conduct a “Friendship Parachute Jump” with personnel from both units and was presented the Military Freefall Parachute Wing by the Commandant General of KOPASSUS, Major General TNI Wisnu Bawatenaya. The next exercise series will be held next year in Brunei Darussalam and will be hosted by the Special Forces Regiment.

KF-X Vision Unveiled

In a seminar today at the Seoul Air Show, South Korean government officials outlined the strategy and plans for the KF-X, a twin-engined stealth fighter with a design goal of achieving manoeuvrability, speed and range performance between a Lockheed Martin F-16 and a Boeing F-15.

South Korea wants to develop the KF-X over the next nine years, with mass production beginning after 2020. Indonesia has already joined the programme, and talks with Turkey are continuing.

If developing an all-new stealth fighter is not enough of a challenge, South Korea also intends to equip the KF-X with a set of all-new weapons, including indigenous missiles in the Raytheon AIM-9 Sidewinder and AIM-120 AMRAAM class, guided bombs and an anti-ship missile. South Korean officials have released a development budget estimate of about US$5 billion, which seems (wildly?) optimistic.

KF-X has previously been pictured with canards, but that concept was nowhere in today's presenations. Instead, the KF-X appears to have morphed into a more conventional fighter. It appears similar a two-engine variant of the Lockheed F-35. This is Korea's vision for the KF-X. Eurofighter presented an alternative vision of KF-X, which I will present later.

Tucked into a corner of the Samsung Thales exhibit booth was a small room labeled "Next Generation Aircraft Display". Inside was a demonstration cockpit, and a clue to one of the key pieces of South Korea's indigenous K-FX stealth fighter.

An attendant who spoke only slightly more English than we can speak Korean seemed to express that this was a new KF-16 cockpit. But the image on the large area display showing a fighter with canards and a canted tail gave the secret away. This was the locally developed cockpit concept for the fighter South Korea hopes to develop by 2020.

Debut MRAP Baru Kopassus

Turkey Denies Losing Deal for Indonesian Navy Submarines

Turkish procurement officials have denied a South Korean claim that the Korean Daewoo Shipbuilding and Marine has defeated a joint bid by Germany and Turkey to sell submarines to the Indonesian Navy.

‘’We are constantly in touch with Indonesian authorities. Together with Germany, we will soon submit an offer outlining our final offer with very favorable conditions. Indonesia is waiting for that,’’ a procurement official told the Hürriyet Daily News recently on condition of anonymity.

‘’In addition, Germany’s Howaldtswerke-Deutsche Werft [HDW] is our full partner and is the builder of the HDW-class 209 submarines that Indonesia wants to buy. We don’t know how the South Koreans may overcome this license problem, because HDW is working with us,’’ the official said. ‘’For us, the competition is continuing.’’

Daewoo Shipbuilding & Engineering said earlier this month that it aimed to seal a $1.1 billion agreement with the Indonesian government by November to build three submarines. The South Korean shipbuilder said in a statement that this would mark the first exports of submarines from the country.

“We have launched talks to sign a submarine contract with Indonesia’s Defense Ministry,’’ Daewoo said in a statement.

A team of Turkish and German companies and Turkey’s procurement office are also jointly seeking a contract to sell two HDW-class 209 diesel submarines to Indonesia worth about $1 billion in an offer with sweeteners against the South Korean rivals.

French and Russian companies dropped out of the bidding for the Indonesian Nay deal earlier, allowing South Korea’s Daewoo Shipbuilding & Marine to emerge as the leading candidate. Daewoo was expected to bid together with HDW, but it later decided to bid on its own.

Facing the threat of being left out of the deal, HDW, a subsidiary of ThyssenKrupp Marine Systems, approached the Undersecretariat for Defense Industries (SSM), Turkey’s defense procurement agency.

Together with Turkey, HDW also is manufacturing six modern U-214 diesel submarines for the Turkish Navy. In partnership with HDW, Turkey earlier built 14 U-209 submarines, which Indonesia now wants to buy.
